ABC is developing a sitcom based on JUSTIN BIEBER'S early life. It's a "family-centric comedy that revolves around a future pop star's unconventional upbringing and his awkward teenage years." If it comes together, it could be in the running to make ABC's schedule next fall.

It's more objective than some of the other "End of the Year" lists because it's based on hard numbers, like album, song and ticket sales, chart performance, et cetera. A cop pulled over a 25-year-old guy near Dallas, Texas recently . . . for having an expired registration. And the guy explained that he didn't have an excuse . . . he just couldn't afford to update it. The cop handed him a ticket anyway . . . but inside was a $100 bill that allowed him to register both his and his wife's cars.
