Well not necessarily. This is a lot more explaining than I can do, so I’ll leave it up to the Slow-Mo guys over on YouTube to fully explain it. From older tube-style CRT tvs, to todays top of the line LCD and OLEDs. They show how the picture is formed, and even at up to 300,000 frames per second… seriously.
